Accessing adult content online in the UK is about to get a lot stricter. Ofcom, the UK’s communications regulator, has announced that by July 2025, all pornographic websites must implement robust age verification measures to ensure users are over 18.
This move is part of the government’s effort to protect children from harmful online content under the newly introduced Online Safety Act.
Why the Crackdown?
“For too long, many online services which allow porn and other harmful material have ignored the fact that children are accessing their services,” said Dame Melanie Dawes, Ofcom’s chief executive. “Either they don’t ask or, when they do, the checks are minimal and easy to avoid.”

Dame Melanie stressed that websites have been treating all users as adults, leaving children vulnerable to explicit material. She added, “Today, this starts to change.”
How Will It Work?
Websites hosting adult content will need to introduce sophisticated age assurance tools to confirm users are legally allowed to access their services. Examples include:
- Photo ID matching: Scanning and verifying official identification documents.
- Facial age estimation: Using AI to estimate a user’s age based on their facial features.
- Credit card checks: Confirming age through linked payment details.
The crackdown applies to all platforms hosting pornography, including major sites like Pornhub and OnlyFans, as well as social media platforms and user-generated content sites that allow explicit material.

A Step-By-Step Implementation
Under the Online Safety Act, social media and search platforms must first complete a children’s access assessment by April 16, 2025, to evaluate if their sites are likely to be accessed by children. Following this, Ofcom will publish codes of practice to guide platforms on implementing the required safety measures.
By July, platforms must complete children’s risk assessments and roll out age checks where necessary. Sites that fail to comply will face enforcement action from Ofcom.

“As age checks start to roll out in the coming months, adults will notice a difference in how they access certain online services,” Dame Melanie explained.
Industry and Expert Reactions
Lina Ghazal, head of regulatory and public affairs at Verifymy, called this a “pivotal moment in the fight to make the internet a safer place, particularly for children.” She added, “Adult content providers now have the clarity they need to get their houses in order and put in place robust and reliable methods to keep explicit material well away from underage users.”

The move is expected to revolutionise how adult content is accessed online, signaling a major shift toward accountability and safety in the digital space.
